Sino-German Workshop on the Vocational Training Act

The Sino-German Legal Cooperation Programme organized an online-workshop on the topic of “The Vocational Training Act”. Taking part in the workshop were six representatives from the Department of Administrative Law of the Legal Affairs Commission (LAC) of the Standing Committee of the National People’s Congress, two experts from Germany and some participants of the Legal Cooperation Programme. The event began on 29 October at 2pm Chinese time and continued until around 5.30 pm. It took place on the fifth floor of Tayuan DRC.

The session began withs some opening remarks from the Sino-German Legal Cooperation Programme’s Director, Dr. Marco Haase and Ms. Yuan Jie, director of the Office for Administrative Law of LAC. This was followed by a talk on the German Vocational Training Act given by Harald Töltl, Managing Director and Head of the Vocational Training Division at the Rhein-Neckar Chamber of Industry and Commerce (IHK) in Mannheim. Mr Töltl introduced the so-called dual system in Germany, giving examples of how German vocational training operates in practice, and of the IHK’s work. In the discussion that followed, Mr Töltl was joined by Dr. Li Junmin, assistant professor at the Department of Economics and Business Education at the University of Cologne. The Chinese delegation asked detailed questions on the how the dual system works.

After the discussion, there were concluding remarks from Mr. Norbert Feige from the Legal Cooperation Programme and from Ms. Yuan Jie.
